This is actually a really good idea. It allows customers to pay the surcharge or not frequent the restaurants. I would not go to those places because his politics shouldn't be part of his business. That's one perspective. Another is to think of how evil it is for the boss to actually tell patrons to tip his staff less, no matter what the justification, and particularly not for political reasons.
