Great article, mainly strategy!
As a note, republicans can change their luck with Latinos but it's uphill.  Democrats have sizably won the Latino vote three times: 2006, 2008, and 2012.  I as the rule goes once a person votes three times for a party they are likely to become lifetime voters of that party (Republican strategist on CNN, 06 Nov 2012; John Avalon's wife??).  With Julian Castro, and LA's Antonio V., a Marco Rubio is a small fish and dare i say a token-ish Cuban with a different value system; Cubans don't reflect the lives of mainstream Latinos.  Latinos vote for policies that work for their families: healthcare and education.  Unless Rubio supports education reform in public schools, and strong healthcare support positions he's in the position of being a Cuban republican.  Republicans have 2 Latino senator, and a few in the house, Democrats have 20 something in both chambers: see, the delegations of NJ ( Cuban senator), NY, CA, TX.
